If you have found three worms, you still have to collect eight soft woods. The wood is located everywhere on the peaceful meadow. If you have everything together, you can use the materials to make a reuse (fish trap) on a workbench that you need to attract an eel. Then follow the further quest steps to catch an eel and finally bury it.
